Black Wings, Swift Words is a book written by Archmaester Walgrave. There is a passage in the book where Walgrave goes into detail about the folly of Baelor the Blessed in trying to replace delivery ravens with doves.[1]

The title is a reference to the common saying regarding messages delivered through ravens: "Dark wings, dark words."
