House Harclay is a noble house in the North, one of the northern mountain clans. They live in the hills to the north of the wolfswood.[1]
According to semi-canon sources, they blazon their shield with three blue moons, waxing, full, waning, on a white bend, on blue.[2]

Ronnel Harclay is a ranger of the Night's Watch and is part of the great ranging that sets out to fight Mance Rayder and look for Benjen Stark.
A Storm of Swords
After the Battle of the Fist of the First Men Ronnel is among the remaining man who retreat to Craster's Keep.[3]
Maester Aemon sends a raven to House Harclay in a plea for help to defend Castle Black from wildlings.
