Rugen was an undergaoler for the black cells of the Red Keep. After his disappearance he was described as portly, unshaven and gruff.[1] He had been appointed as a undergaoler during the reign of Aerys II.[1] He was in charge of the third level of the dungeons, also known as the 'Black Cells.'[2]

A Feast for Crows
He was a mysterious man that none knew very much about. He went missing on the night Tyrion Lannister escaped from King's Landing. During the search of his apartments by Qyburn, a coin dating back to the reign of Garth XII was found beneath his chamber pot. Cersei Lannister believed that the Tyrells had played a role in Tyrion's escape.
Identity
It is revealed that "Rugen" was a cover identity of Varys. As author George RR Martin confirmed on the DVD commentary of the HBO Game of Thrones episode "The pointy end".
