Rugen was an undergaoler, in charge of the third level of the dungeons of the Red Keep, known as the black cells.[1] He was described as portly, unshaven and gruff.[2] He had been appointed as a undergaoler during the reign of Aerys II Targaryen.[2]

A Feast for Crows
He was a mysterious man that none knew very much about. He went missing on the night Tyrion Lannister escaped from King's Landing. During the search of his apartments by Qyburn, a coin dating back to the reign of Garth XII was found beneath his chamber pot. Cersei Lannister therefore believed that the Tyrells had played a role in Tyrion's escape.[2]
Identity
GRRM has confirmed that "Rugen" is actually a cover identity of Varys.[3]
