Year of the false spring refers to the year 281 AC. It is a term that some Westerosi characters sometimes use or think of when recalling events that took place during 281 AC. Judging from the name warm spring whether arrived causing the people of Westeros to be fooled into thinking that spring had sprung and that winter was at an end - when it was not.

The tourney at Harrenhal hosted by Lord Whent in the riverlands took place during the year of the false spring. There were warm days and cool nights during the tourney and pollen in the wind.
