Acting as regent, Queen Cersei hears and accepts the suggestion from Grand Admiral Aurane Waters to build a fleet of war dromonds to reestablish King's Landing's sea power, after the severe losses from the Battle of the Blackwater left less than a dozen war ships remaining. Grand Maester Pycelle is worried about the decision to waive payments to the Iron Bank to finace their building, but is overruled.[1]

The shipbuilding happens quickly; according to Aurane, three of the ships are nearing completion after what seems to be no more than a few weeks of time. At his suggestion, the captains are chosen among younger candidates instead of the experienced men of established loyalty that Pycelle favors.[2]

One of Cersei's worries is that without the dromonds, her main military fleet is that of the Arbor, controlled by House Redwyne, which is only available to her by way of her alliance with House Tyrell.[3]

The initial petition was for the building of ten ships,[1] all of them named:[3]

The dromonds are wanted to face the renewed threat of the Ironborn, but they're not fully fitted or manned yet.

Still, Sweet Cersei is released to send Loras Tyrell and his forces to retake Dragonstone from the skeleton forces left by Stannis.[4]

Aurane eventually convinces Cersei to let the dromonds at sea as a display of strength for House Lannister as the commotion from the accusations against Margaery Tyrell grows; however it seems to be just a pretext for him to seize the whole fleet of dromonds for himself, apparently for piracy.[5][6][7]

Dromonds are apparently known yet rare in Westeros; Samwell Tarly finds two destroyed near Oldtown and three more still standing among the fleet that protects the city. While impressive, they are still smalled than the banner ship of Lord Hightower, Honor of Oldtown.[8]
