Lords Declarant
The Lords Declarant were a group of nobles from the Vale that signed a letter stating their intent to remove Lord Petyr Baelish as Lord Protector of the Vale by any means necessary. The letter, signed at Runestone, was sent both to the Eyrie and King's Landing.[1][2]

Events
The Lords Declarant, after sending the letters, massed their forces beneath the Eyrie, intending to blockade the fortress until Lord Petyr surrendered. Queen Cersei sent a letter ordering safe passage for Lord Petyr but otherwise the terms would be decided among themselves.[1]
After some time of denying access of food and other goods from the outside to the Eyrie, the Lords Declarant negotiated a meeting and arrived with Lyn Corbray to confront Petyr with their objections to his rule and their insistence at taking Lord Robert Arryn away from him. Their demands were however stymied by a display of beligerence from Corbray, which shamed the Lords Declarant into giving Petyr a year to show his prowess at raising Robert and ruling the Eyrie. As it turns out, Petyr had his own agent among them. Lord Yohn Royce saw Alayne Stone during the proceedings, but showed no sign of recognizing her.[2]
