He is among the reluctant lords who join the siege of Riverrun, sent as a representative to the war council for the recalcitrant rivermen. Norbert offers to talk with Ser Brynden Tully, the castellan of Riverrun, in an effort to end the siege, but his suggestion is dismissed by Clement Piper, Lord of Pinkmaiden Castle.[3]
