Small council

The small council can be seen as the cabinet of the Seven Kingdoms. It is not known when the first small council assembled, but it was in all likelihood during the reign of the Targaryen kings.
Positions in the small council
The small council consists of the Hand of the King and a small group of advisers. At the time of Robert Baratheon the small council comprised—
- Hand of the King - Jon Arryn succeeded by Eddard Stark
- Grand Maester - Pycelle
- Lord Commander of the Kingsguard - Barristan Selmy
- Master of Coin - Petyr Baelish
- Master of Ships - Stannis Baratheon
- Master of Whisperers - Varys
- Master of Laws - Renly Baratheon
Robert Baratheon was not often present during meetings. Because of that, most meetings were chaired by the Hand of the King. After Robert's death, Cersei reorganized the council for her son Joffrey as follows:
- Queen Regent - Cersei Lannister
- Hand of the King - Tyrion Lannister (acting in stead of Tywin Lannister)
- Grand Maester - Pycelle
- Commander of the City Watch - Janos Slynt
- Master of Coin - Petyr Baelish
- Master of Whisperers - Varys
The council after the battle of the Battle of the Blackwater:
- Hand of the King - Tywin Lannister
- Grand Maester - Pycelle
- Lord Commander of the Kingsguard - Jaime Lannister
- Master of Coin - Tyrion Lannister
- Master of Whisperers - Varys

After the death of Tywin, Cersei reorganized the council—
- Hand of the King - Harys Swyft
- Lord Treasurer - Gyles Rosby, who replaced the Master of Coin (Tyrion Lannister)
- Justiciar, instead of Master of Laws, filled by Orton Merryweather
- Grand Admiral instead of Master of Ships – Aurane Waters
- Master of Whisperers - Qyburn (replaced Varys)
