Do we actually know that you need to be a knight to be a sworn sword? Sandor Clegane is described as Joffrey's 'sworn shield', isn't he?

You're right. At one point Robert is described as being surrounded by his "knights and sworn swords" or something of the sort, and Ser Jorah is called sworn sword to Viserys at another point. Sworn swords seem to include lnadless knights and other warriors -- presumably a freerider who took vows of service and became a retainer would also be considered a sworn sword. I've corrected the text to try and make this plain.
