The Tickler is an arms man sworn to Ser Gregor Clegane. He earned the name Tickler from when he tortures people.

A Clash of Kings
The Tickler tortures the smallfolk of the Riverlands on the orders of Ser Gregor Clegane, trying to gain information on the whereabouts of Lord Beric Dondarrion and any loot they might know the location of.[2]
A Storm of Swords
The Tickler, Polliver and a squire were drinking at the Inn at the Crossroads when Sandor Clegane arrived. After some discussion about current events, Sandor fought the three with the help of Arya Stark. While the Tickler was trying to engage Sandor, Arya slipped up behind him and stabbed him to death.[3]
