Just happened to notice your most recent version of Harry's sigil -- if it's the same sigil in those quarters, it would be merged as in your 18 May 2018 variation. If they're separate sigils it would be because GRRM doesn't realize 2 and 4 are on the same side and he means it to be quartered as per Big and Little Walder's personal sigils. ::::The description of Harrold's heraldry is quite strange as it deviate from the other quarters personnal sigil we have: the character's House in quarters 1 and 4, his spouse/mother's House in quarter 3, and his mother/grandmother's House in quarter 2. I understand Harrold can do whatever he wants with his sigil (especially if his goal is to highlight his Arryn lineage) but why would George change the established pattern ?
