Upon learning that he had been made a lord, Emmon and his wife immediately depart for Riverrun. Emmon is among the Freys at the [[siege of Riverrun]], encamping south of the [[Red Fork]], and tries to direct Ser [[Daven Lannister]] on how to conduct the siege, hoping to avoid damage to his new seat. He regularly beseeches Ser Daven to insist that Ser [[Ryman Frey]] hang the captive Lord [[Edmure Tully]], to no avail.{{Ref|AFFC|33}}

With Ser Brynden Tully refusing to surrender Riverrun, Ser Jaime Lannister is sent from [[King's Landing]] with reinforcements to help resolve the siege. Upon conferring with Emmon and his aunt Genna, Jaime lies to them about the manner of Cleos' death, claiming Cleos had bravely scattered the outlaws that killed him; this pleases Emmon and Genna. As the new [[Lord of Riverrun]], Emmon mistakenly believes he is the new overlord of the riverlands until Jaime clarifies that honor is held by [[Petyr Baelish]], the new [[Lord Paramount of the Trident]], much to Emmon's displeasure. Believing Emmon to be a poor lord, Genna is displeased with Riverrun as the Tullys still flourish in the male line, preferring [[Darry]] as [[House Darry]] is extinct in the legitimate male line and Cleos was married to Lady [[Jeyne Darry]].{{Ref|AFFC|33}}

Emmon continues to demand the death of Edmure and to avoid any damage to Riverrun, frequently pulling out his parchment from the crown, much to the annoyance of Jaime, the riverlords, and even the other Freys. Eventually, Jaime is able to bloodlessly resolve the siege by having Edmure speak with his uncle, Ser Brynden.{{Ref|AFFC|38}} However, Emmon is furious when Brynden escapes with assistance from Edmure. Emmon demands the execution of Edmure, but Jaime intends to send the attainted Tully to Casterly Rock as a hostage. Emmon holds Riverrun with a garrison of two hundred men, but fears that Brynden will return to retake the castle. Now in control of Riverrun, he pontificates to the castle's servants for nearly three hours, and the singer [[Tom of Sevenstreams]] decides to enter Emmon's service.{{Ref|AFFC|44}}
