Also, as an editor from a Wiki with heavy restrictions and policies, I shall go ahead and read your [[Help:Manual of Style|Manual of Style]]. I have one question though. ::::If you have a new template just create and start using it. If it is mainly a technical feature that is good enough. However if your aim is to have everybody to use it then publish it on the forum. 
::::On the [[A Wiki of Ice and Fire:Community Portal|Community Portal]] there are some suggestions about things to do. The portal itself needs to be updated as well. There were a number of discussions about new features / policies for the wiki (again on the forum) but as there was no agreement it stopped.
