From A Wiki of Ice and Fire
The conclave of magisters is a governing body in the Free City of Tyrosh. The magisters are selected from amongst the wealthiest and noblest men of the city. They choose the Archon of Tyrosh,[1] who rules for a term,[2] although the term's length is unknown.
History
The Triarchy was ruled by a High Council of thirty-three magisters, with Tyrosh, Lys, and Myr each supplying eleven members. The egotistic and self-centered magisters often sought to advance the causes of their home cities. Topics were usually subject to endless debate.[3]
