Description in Jon X, page 650 of ADWD
It says that there is an intentional resemblance to the sunburst motif from House Karstark's own Coat of Arms, so I understand that the flames are supposed to radiate in a circle and not go too far from the roundel. My new version is based on going with "argent a bordure argent 16 flames 4-4-4-4 gules a roundel tenne in fess" through Karl Wilcox's Draw a Shield utility, then editing the result.
