The three bells govern every aspect of the lives of those in the city. The bells tell the Norvoshi when to rise, sleep, work, rest, when to take arms, when to pray (often), and when they are permitted to have carnal relations (according to the tales, rather less often). Each bell has its own distinctive 'voice' (known to all true Norvoshi) and name:
- Noom, with a deep sound
- Narrah, with a strong sound
- Nyel, with a higher pitched sound.
