Jafer Flowers was a ranger of the Night's Watch. He was a bastard from The Reach, judging by his surname.

A Game of Thrones
Jafer was a member of the ranging party commanded by Benjen Stark sent off to find the outcome of Ser Waymar Royce. His corpse was found in the Haunted Forest by Jon Snow when he went to say his vows beneath the weirwoods. Upon inspection, his death had been caused by an axe blow to the neck.[1] He was resurrected as a wight, attacking the living members of the Night's Watch. It was cut to pieces, but not before it had killed Ser Jaremy Rykker.
