Ned was the ferryman at the old inn by the lakeshore near Whitewalls during the reign of King Aerys I Targaryen.[1]

Ned did not like crossing the lake at night.[1]
History
In 212 AC, Ned ferried several guests across the lake for the wedding tourney at Whitewalls, including Ser John the Fiddler, Lord Shawney, Lord Costayne, Lord Smallwood, and various hedge knights.[1]
