Richard Lonmouth was a knight from House Lonmouth.[3]
History
Richard followed Myles Mooton in squiring for Rhaegar Targaryen, Prince of Dragonstone, and each man received his knighthood from Rhaegar when they were ready.[3] Richard and Ser Myles were close friends of Rhaegar and strong supporters of the prince at court, as were Lord Jon Connington, Prince Lewyn Martell, and Ser Arthur Dayne.[4]
Richard was present at the tourney at Harrenhal, where he played a drinking game with Robert Baratheon, Lord of Storm's End.[1] Halfway through the tourney, he and Robert each promised Rhaegar's father, King Aerys II Targaryen, they would find and discover the true identity of the Knight of the Laughing Tree.[1]
It is unknown if Richard chose to follow his liege lords, House Baratheon, during Robert's Rebellion, or if he stayed loyal to Prince Rhaegar and House Targaryen.

A Storm of Swords
When Bran Stark learns about the Knight of the Laughing Tree and the tourney at Harrenhal, Meera Reed mentions the knight of skulls and kisses, whose imagery matches the arms of House Lonmouth.[1]
Theories
Some readers speculated that Ser Richard is still alive, under the assumed identity of Lem Lemoncloak.
