A Storm of Swords
Harsley was slain by the forces of House Lannister during the War of the Five Kings[1] at Pennytree.[2] When Sandor Clegane was captured by the brotherhood without banners and put on trial for crimes committed by his fellow Lannister forces, Harsley was among the long list of Lannister victims named by Tom of Sevenstreams whose murders Clegane was to stand trial for.[1]
A Dance with Dragons
When Ser Jaime Lannister passes through Pennytree on his way through the riverlands and introduces his party as king's men, the villagers cite Harsley's death at the hands of king's men as one of the reasons they are distrustful of him.[2]
