Admiral is a title for the commanding officer of a fleet in the known world.

Lord Captain of the Iron Fleet is the admiral of the Iron Fleet,[1] and the Lord High Captain is the admiral of Stannis Baratheon's fleet.[2]
Lord admiral is a title in the monarchy of the Seven Kingdoms given to the admiral of the Royal fleet.
History
Throughout the reign of House Targaryen, the title of Lord Admiral was employed concurrently with the title of master of ships; for instance, Lord Aethan Velaryon held both positions to kings Aegon I Targaryen and Aenys I Targaryen.[3]
In 96 AC, Craghas Crabfeeder, a Myrish admiral for the Triarchy (the alliance of Lys, Myr, and Tyrosh), led them in conquering the Stepstones from the islands' nests of pirates and outlaws.[4] For a time the Westerosi lords were happy to pay the Triarchy's tolls for safe passage. Several years later, however, the avarice of Craghas and his Lysene and Tyroshi co-admirals had driven up the tolls to outrageous levels, so Corlys Velaryon, who was the one most hurt by these tolls, decided to partner up with the glory-hungry Prince Daemon Targaryen to drive the Triarchy's forces from the Stepstones; Craghas was eventually defeated in battle by Daemon, who beheaded him with his Valyrian steel longsword, Dark Sister.[4]
During the Westerosi civil war, Sharako Lohar, a Lysene admiral for the Triarchy, commanded a fleet of ninety Myrish, Lysene and Tyroshi warships for King Aegon II Targaryen and his supporters.[5] Admiral Lohar was in command during what turned out to be one of the bloodiest sea battles in all of history, in which the Three Daughters emerged victorious. Of the 28 warships that survived to limp home, all but three were crewed by Lyseni, which caused some in Myr and Tyrosh to turn against Lohar, accusing him of holding back his Lysene crews while sending the other men of the Triarchy to their doom. This sparked a quarrel that would result in the Daughters' War two years later, shattering the Triarchy.[5]
A Clash of Kings
Morosh the Myrman, a sellsail admiral from Myr, is one of the mercenaries hired by Stannis Baratheon in his attempt to take the Iron Throne.[6]
In anticipation of the Battle of the Blackwater, Stannis Baratheon grants the title of Lord High Captain to Imry Florent, who is made admiral of Stannis' fleet.[2] Imry went on to die at the Blackwater.[7]
A Storm of Swords
Admiral of the Narrow Sea is a title devised by Stannis Baratheon and granted by him to Ser Davos Seaworth.[8]
A Feast for Crows
Queen Regent Cersei Lannister renames the office of master of ships as "grand admiral". She removes Lord Paxter Redwyne from the council and names Aurane Waters to the seat.[9] Aurane laters flees the capital with the new dromonds Cersei had commissioned.[10]
A Dance with Dragons
Daenerys Targaryen, Queen of Meereen, names the Pentoshi Captain Groleo as her lord admiral, but he has no ships as the Meereenese fleet sailed for Yunkai.[11] Groleo is later executed while a hostage of the Yunkai'i.[12]
After assuming the regency, Ser Kevan Lannister restores Lord Paxter Redwyne to the post of master of ships and also names him as both lord admiral and grand admiral.[13][14]
