Allar Deem is a member of the City Watch of King's Landing and one of the most ardent supporters of Janos Slynt, Commander of the City Watch.

Allar is feared on the streets and loyally follows the orders of Janos Slynt.[2]
Recent Events
A Clash of Kings
Obeying the orders of Queen Regent Cersei Lannister, Allar kills the infant Barra, a bastard daughter of the late King Robert I Baratheon, as well as her mother when she tries to stop him in Chataya's brothel.[2]
Janos Slynt, now Lord of Harrenhal, places Allar first on the list of six potential successors as Commander of the City Watch that he submits to Tyrion Lannister, the acting Hand of the King, not knowing that Tyrion has already chosen Ser Jacelyn Bywater. Tyrion condemns the six to be sent to the Night's Watch, and he gives an order to Jacelyn for Allar to be thrown overboard from Summer's Dream during the journey to Eastwatch-by-the-Sea.[2]
