Allar Deem is a member of the City Watch of King's Landing and one of the most ardent supporters of Janos Slynt, Commander of the City Watch.

A Clash of Kings

Obeying the orders of Queen Regent Cersei Lannister, Janos sends his right-hand man Allar to murder the infant Barra, a bastard daughter of the late King Robert I Baratheon, but he ends up also killing her mother when she tries to stop him in Chataya's brothel.^[2]

Janos Slynt, now Lord of Harrenhal, places Allar first on the list of six potential successors as Commander of the City Watch that he submits to Tyrion Lannister, the acting Hand of the King, not knowing that Tyrion has already chosen Ser Jacelyn Bywater. Tyrion condemns Janos and his six potential successors to be sent to the Night's Watch, and he gives an order to Jacelyn for Allar to be "washed overboard" during the journey of Summer's Dream to Eastwatch-by-the-Sea.^[2]

A Storm of Swords

When lord Tywin Lannister orders Grand Maester Pycelle to write to Bowen Marsh, the castellan of Castle Black, expressing the "fondest regards to his faithful friend and servant Lord Janos Slynt" as a means to help Janos become the new Lord Commander of the Night's Watch, Tyrion regrets that he did not leave orders for Janos to be disposed of the way his partner in crime Allar Deem was.^[3]
