Ser Qarl fought for Aegon the Uncrowned during the Battle Beneath the Gods Eye. After the death of Maegor I Targaryen, he was named Commander of the City Watch, as part of Jaehaerys's efforts to reconcile opposers and supporters of his late uncle.
Ser Qarl was present when Queen Regent Alyssa Velaryon dismissed Lord Rogar Baratheon from his post of Hand of the King after proposing to cast down Jaehaerys and crown Princess Aerea Targaryen. When Lord Rogar refused to be dismissed, Ser Qarl drew Lady Forlorn, prompting Rogar to concede. Ser Qarl also hid Princess Aerea under the orders of the Queen Regent, thus keeping Ser Ronnal Baratheon from taking her to Storm's End with the departing household of Lord Rogar.
