The black council was a version of the small council which advised Rhaenyra Targaryen during the Dance of the Dragons. Formed at the start of the civil war, the black council's main composition was:[1]

After the Fall of King's Landing, Rhaenyra took the Iron Throne and named several members to her small council.
- Lord Corlys Velaryon was named the Hand of the Queen.
Maester Gerardys was named her Grand Maester.- Lord Bartimos Celtigar was named master of coin.
