Velvet is an expensive luxury fabric. Typically, only nobles and wealthy merchants can afford it.[1]
Culture
The Velvet Hills are a series of low hills in Andalos that lie to the east of Pentos in western Essos.[2]
History
King Aenys I Targaryen dressed in the finest silks, samites, and velvets.[3] His wardrobe included a lilac velvet robe with cloth-of-gold lining and an ermine collar.[4]
Rhaenyra Targaryen always dressed richly, favoring purple and maroon velvets.[5] King Aegon III Targaryen would wear a hair shirt under his velvets and satins.[6]
The silks and velvets Lord Tytos Lannister had lavished on his second mistress were later stripped from her by Tytos's son Tywin.[7]
Samwell Tarly is fond of music, songs, and soft velvets.[8]

Quotes
You may dress an ironman in silks and velvets, teach him to read and write and give him books, instruct him in chivalry and courtesy and the mysteries of the Faith, but when you look into his eyes, the sea will still be there, cold and grey and cruel.[17]
—writings of Haereg
Did Ned Stark dress you like that? Was it his pleasure to garb you in velvets and silks and make you his own sweet daughter?[10]
—Balon to Theon Greyjoy
Behind the Scenes
In an early draft of A Game of Thrones, Daenerys II, Daenerys does not receive dragon eggs as a wedding gift from Illyrio Mopatis. Instead, she receives "the finest silks and velvets and damasks the Free Cities could produce." This is consistent with George R.R. Martin's 1993 outline, which stated that Daenerys would discover a cache of dragon's eggs in the wilderness outside Vaes Dothrak after killing her husband Drogo.[18]
