Lucan was a Grand Maester of the Citadel who served on the small council under an unknown Targaryen King.[1]
History
By the end of the First Dornish War, King Aegon I Targaryen was weary of war, but according to Grand Maester Lucan he did not want to grant the Dornishmen peace without submission as he did not want his beloved sister Queen Rhaenys to have died in vain.[1]
Moreover, the lords of Aegon's small council further cautioned that any such peace could be seen as a sign of weakness and might encourage fresh rebellions, which would then need to be put down. For all these reasons, Grand Maester Lucan wrote later, Aegon was on the point of refusing the Dornish proposals and continuing the war. However, King Aegon changed his mind and granted peace to the Dornish when Princess Deria Martell came to King's Landing with a letter from her father.[1]
